Pakistan’s energy shortage is a prevalent stigma that hinders the national growth, progress and prosperity. For industrial and economic development, it is imperative that the country is able to sustain the requisite energy demand. The exploration in south-eastern region (Tharparkar) has led to the discovery of large deposits of mineral coal that should fuel the nation’s industrial engine over the long term.
The Government considers Thar coal development as a flagship project and believes in it as a means to Energy Security. In order to convert the dream into reality, the Government of Sindh took many initiatives to make Thar happen. Approval of historic incentive package, commissioning of large scale infrastructure projects such as construction of Airport, improvement and widening of roads for movement of heavy machinery and equipment from seaport upto Thar Coalfield, provision of water and construction of effluent disposal channel besides technical studies have today helped to reach the stage when we can proudly announce that physical work on ground at Thar has started.
For the development of Thar Coal, the Government of Sindh has in last six years incurred more than Rs.30 billion on various mega projects and studies. In current financial year Government of Sindh earmarked Rs. 21 billion for coal, wind and other energy projects, which reflects the commitment of Sindh Government towards energy projects.
Physical work on Sindh Engro Coal Mining Company’s Project at Thar Block-II has been started and about 3Mn BCM overburden has been removed. Use of a local contractor is helping to expedite the work before the Chinese EPC contractors are mobilized; it will save 3-4 months of construction time.
This is just the beginning and once the first mine is operational it will usher into a new era of sustainable, affordable, and assured energy for Pakistan. It will be a game changer for the country and the Province of Sindh.
Thar Coal Projects have been enlisted as early harvest projects by the CPEC (China-Pakistan Economic Corridor). SECMC and Sino Sindh Resources have been prioritized as top priority projects to be financed by Chinese institutions. There is a complete synergy between the Government of Pakistan and Government of Sindh
Besides SECMC, other lease holders have completed their bankable feasibilities and are actively working to achieve financial close. Total power generation anticipated from these three projects is 2400 MW by 2018.
The Government of Sindh has completed process for allocation of additional blocks to potential investors. MOUs with some investors have been signed and remaining in process. Hopefully Feasibility Study by new investors would be complete within one year. This reflects success of the Government policies for development of Thar Coal resources to overcome the energy crisis in near future.
In addition to Thar Coal resources, the Energy Department had worked on other sources of energy and established two special purpose companies namely M/s Sindh Nooriabad Power Company (Pvt) Limited (SNPCL) and Sindh Nooriabad Power Company (Pvt.) Limited Phase-II with a lead partner M/s Technomen Kenetics Pvt Limited for installation of 100 MW Gas power generation facility. It is in very advance stage and commissioning is expected in early of 2016.
